This Week in Crypto: Security and Rules in Focus

A hardware wallet theft, an SEC custody proposal, a CFTC advance notice, $1.2 billion of ETF outflows and tokenized U.S. stocks on Solana.

A hardware wallet theft traced to tampered reseller devices put security at the top of this week's news, while the SEC proposed new custody rules and the CFTC asked for input on retail trading rules, both open for public comment. Crypto ETFs reported weekly outflows exceeding $1.2 billion as Treasury yields climbed, and Securitize launched tokenized U.S. stocks on Solana. Here is what happened and why it matters for investors.

Ledger links wallet thefts to tampered reseller devices

Ledger reportedly identified an unauthorized hardware implant in a device sold through CryptoBilis, a Southeast Asian reseller, after users began reporting drained wallets around Oct. 9. Ledger said all confirmed cases involve devices from that reseller and that its own systems and direct sales channels were not compromised. CryptoBilis has said it stopped selling hardware wallets. On-chain analytics firm Bitquery estimates losses above $93 million, while Ledger has described the affected volume as limited. Ledger advised buyers from the reseller not to set up their devices, and those who already have to move assets to a new device bought directly from Ledger, using a new recovery phrase.

Why it matters: a hardware wallet protects keys only if the device itself can be trusted. Buying directly from the manufacturer or an authorized reseller remains a basic safeguard for anyone holding their own keys.

The SEC proposes a custody framework for crypto assets

On Oct. 1 the SEC proposed rules that would address how investment advisers and registered funds can custody crypto assets under the Investment Advisers Act and the Investment Company Act. The proposal would allow state trust companies to serve as custodians for client and fund crypto assets, permit self-custody in certain circumstances subject to conditions, and update related audit requirements. Chairman Paul Atkins said the proposal would give advisers and funds "a compliant pathway where none existed before." The proposal was published in the Federal Register on Oct. 6, and comments are due by Dec. 7, 2026.

Why it matters: custody rules determine where adviser-managed crypto can be held and under what safeguards. This is a proposal and may change before any final rule is adopted.

The CFTC opens comment on rules for retail crypto trading

On Oct. 5 the CFTC published an advance notice of proposed rulemaking on retail crypto asset transactions under the Commodity Exchange Act. The notice asks for input on a framework for leveraged, margined or financed retail crypto trades, including a new "crypto asset market" category for designated contract markets and rules aimed at preventing abusive practices. It is an early step that comes before a formal proposed rule, and comments are due 60 days after Federal Register publication. CoinDesk noted that the effort does not by itself close the gap in federal oversight of spot crypto markets.

Why it matters: an advance notice signals the direction of future rules for leveraged retail venues, but any requirements would come only through a later proposal and final rule.

Crypto ETFs report weekly outflows exceeding $1.2 billion

U.S. spot bitcoin ETFs recorded $681.1 million in net outflows in the week reported Oct. 10, ending a three-week run of inflows, while spot ether ETFs lost $542.1 million, their worst week since January, according to SoSoValue data analyzed by The Block. Solana ETFs posted $24.8 million in outflows, ending a record 14-week inflow streak. The outflows came as the 10-year Treasury yield reached its highest level since 2002 and minutes from the Federal Reserve's September meeting showed that most participants assessed another rate increase as likely appropriate. Bitcoin slid toward $80,000 on Oct. 8.

Why it matters: ETF flows are one of the clearest views of institutional demand, and this week's outflows coincided with changing market expectations around interest rates.

Securitize launches tokenized U.S. stocks on Solana

On Oct. 8 Securitize launched tokens backed one-for-one by shares of U.S. companies, including Apple, Nvidia and Tesla, on Solana. The tokens represent security entitlements to the underlying shares rather than direct registration on a company's shareholder register, and are available to eligible investors on Securitize's platform, with transactions settling in USDC. Securitize said it expects the tokens to trade on NYSE's planned 24/7 digital platform and the planned OKXICE venue, subject to those venues launching and meeting regulatory requirements.

Why it matters: tokenized equities extend blockchain settlement to traditional assets, but what a holder actually owns, and where the token can trade, matters as much as the token itself.

What we're watching

The Federal Reserve's next policy meeting is Oct. 27 to 28. Moody's Ratings assigned Sky Protocol a B3 issuer rating with a stable outlook, its first rating of a stablecoin protocol. Outside the U.S., the UK's Financial Conduct Authority opened applications for its new cryptoasset regime, with a Feb. 28, 2027 deadline ahead of an Oct. 25, 2027 start, and Hong Kong officials restated plans to submit a broader virtual-asset licensing bill this year. Each is a reminder that the rules and safeguards around digital assets continue to develop on several fronts at once.
